Amendment to the Land Use Bylaw Allows for Secondary Suites in R-1

Delburne Council has passed Bylaw No. 1209/2025 which is an amendment to the Land Use Bylaw to include secondary suites under permitted uses for Low Density Residential District (R-1).

A Public Hearing was held on May 5th to get feedback, in the form of letters and verbal comments, from residents about the proposed Bylaw.  Opinions were divided about allowing secondary suites in R-1 districts. As a commitment to fairness, Council decided to pass the Bylaw but revise it during second reading with a clause that only 10% of the homes in Fawn Meadows subdivision can have secondary suites.

This clause means that only 6 houses in Fawn Meadows subdivision will be permitted to have secondary suites. Currently, the subdivision has 2 established houses with secondary suites and there are 2 new houses being built that have been approved for them. This leaves 2 remaining properties that can be renovated or built to include secondary suites in Fawn Meadows. As for other areas in Delburne, property owners can apply to renovate their homes to include a secondary suite.

Permitting secondary suites is Delburne’s approach to addressing the housing shortage, making home ownership achievable, and allowing for multi-generational living. Click the link below for more information on benefits of secondary suites.
