Inactive Utility Accounts to Receive a Utility Bill
On February 22, 2022, Council passed Bylaw No. 1175/2022, the Water, Sewer and Garbage Bylaw which rescinds Bylaw No. 1124/2016. Sections 10 and 18 are the amendments to the Water, Sewer and Garbage Bylaw.
Section 10 outlines that a water meter will only be installed in a building that is warm enough that the water meter will not freeze. During new construction in cold weather, a water meter will only be installed when there is a working furnace in-place.
Section 18 states that “All property with water and/or sewer and/or garbage and/or recycling service shall be charged regardless of its occupancy or vacancy.”
Property owners who currently have inactive services will be reactivated to receive a monthly utility bill. Property owners can choose to have the water remain turned off at the curbside resulting in zero residential water consumption however the basic water distribution charge and sewer fee will be applied along with garbage and recycling fees.
The reason for reactivation of inactive accounts is that Delburne’s underground infrastructure is aging and the fees collected from the basic rates are reserved for the replacement of that infrastructure. Council is implementing their due diligence by ensuring that all property owners share the cost of infrastructure replacement.
As for garbage and recycling fees, the collection company charges the municipality for all properties. Currently tax dollars pay for the vacant properties which Council deems is an unfair use of tax dollars to supplement these charges.
Inactive accounts will begin receiving utility bills as of April 1, 2022.
