Proposed Bylaw No. 1209/2025
The Village of Delburne is considering amending our Land Use Bylaw to include secondary suites in R-1 zoning. Bylaw No. 1209/2025 was given first reading on March 31, 2025. A Public Hearing will be held on Monday, May 5th at 7 pm at the Village Office before the Bylaw receives a second reading.
Permitting secondary suites is an approach to address the current housing shortage and make home ownership more achievable. It is intended to enable seniors to remain in their homes, allow for multi-generational living, and let a young family afford a home by having the income of the secondary suite.
Other smaller to medium municipalities have already included secondary suites to R-1 zoning such as Alix, Bashaw, Bentley, Clive, Linden, and more.
We would like to correct the misinformation that is being circulated. Town houses are not being built in the Fawn Meadows subdivision. A secondary suite does not lower property values as it typically increases a home’s value and marketability. The rental income can offset mortgage payments and build financial stability. It makes the space more flexible to use for visiting friends and family members or for a home office.
Currently, Fawn Meadows has established homes with secondary suites as this was allowed in the past and we have never received negative feedback about it. The Fawn Meadows Estates Architectural Development Guidelines were rescinded on May 24, 2022. Other regulations have changed since then such as the National Building Code and Alberta Building Code as well as the definition of secondary suites, therefore we feel that it needs to be listed in our R-1 zoning.
